"hit," "focus," and "toughness" are stats which are really only applicable. You should strive to reach the cap for whatever tier you are fighting in, or you will hurt your ability to contribute.
1 hit or 1 focus = +.2% chance to hit
(so if you have +5% chance to hit from a talent, you can subtract 25 hit from the cap)
1 toughness = -2% extra damage from non-player critical hits
(only tanks really need toughness)
